SURGE HR+ was not built in a boardroom. It was built through more than two decades of executive-level HR and operational leadership at some of the nation's most respected consulting firms, partnering with nonprofits and purpose-driven organizations navigating their most complex challenges. Our Founder worked alongside executive teams, boards, and mission-driven leaders across the country, shaping people strategy, organizational effectiveness, and leadership development. Through that work, she saw what succeeded, what was missing, and what organizations truly deserved.
When it was time to build something of her own, she founded SURGE HR+, bringing together her experience in Human Resources, Operations, and Sales Management. Built on the belief that growing organizations need more than traditional HR support, SURGE HR+ provides strategic guidance, honest conversations, and a true partnership that aligns people, culture, and business goals.
As a minority woman-owned and woman-managed firm, we lead with the perspective, expertise, and lived experience that shape how we serve. It is part of who we are, not the entirety of what defines us.

Meet the Founder
Tamika S. Harold is a nationally recognized HR executive, strategic advisor, and the Founder and Chief Executive Officer of Surge HR Plus LLC, a national, full-service consulting firm built on three pillars: Human Resources, Operations and Business Development & Sales Management. She helps nonprofit organizations, mission-driven companies, and values-aligned businesses build the people, systems, and leadership structures that allow them to truly thrive.
With nearly three decades of experience spanning human resources, human services, organizational development, and executive leadership, Tamika has built her career on a foundational belief: when the right people systems are in place, organizations do not just function…they surge. That conviction has shaped every engagement, every partnership, and every strategy she has ever built.
Before launching Surge HR Plus, Tamika served as a Senior Executive at one of the nation's foremost HR consulting firms dedicated to the nonprofit sector. There, she led business development and strategic partnerships at the national level, cultivating trusted client relationships, driving organizational growth, and serving as a thought partner to nonprofit executives navigating their most complex people and operational challenges. That chapter of her career deepened both her expertise and her unwavering commitment to the sector.
Tamika is a scholar-practitioner in the truest sense. She holds a Bachelor of Social Work (BSW), a Master of Business Administration with a concentration in Healthcare Management (MBA-HCM), and a Master of Human Resource Management (MHRM). This blend of academic rigor, advanced credentials, and real-world leadership gives Tamika a rare capacity to see organizations both strategically and systemically, and to translate that understanding into lasting, meaningful change.
What sets Tamika apart is not just what she knows, it is how she shows up. She leads with warmth and directness. She listens deeply before she advises. She brings the same level of care to a 10-person community nonprofit as she does to a national enterprise, because she believes that every organization, regardless of size or sector, deserves access to exceptional HR, business development, and operational leadership. Elizabeth "Liz" Toledo is an executive operations leader with more than 20 years of experience helping mission-driven organizations navigate change, strengthen leadership, and build the operational infrastructure needed for sustainable growth. She partners with nonprofits and purpose-driven organizations to align strategy, people, operations, and finance, creating stronger organizations and measurable results.
As Chief Operating Officer of National CARES Mentoring Movement, Liz led national operations across seven cities and 58 affiliates, built the executive leadership team, secured more than $6 million in funding, and implemented enterprise-wide systems supporting more than $2.5 million in government funding. She also held executive leadership roles with the YMCA of Greater Seattle and the YMCA of Greater New York, overseeing operations for large, complex organizations and expanding access to critical community programs.
Today, Liz serves as an Interim Executive, Fractional COO, Executive Advisor, and Leadership Coach, helping organizations build stronger leadership, improve operations, and create lasting impact.
Liz holds a Master of Social Work from Hunter College, an Executive Leadership Certification from Columbia University, and a Bachelor of Science from SUNY New Paltz. Her leadership has been recognized with the Hispanic Heritage Month Community Achievement Award presented by the New York Yankees and the Manhattan Comptroller's Office.
